The position is in the Office of Associate Administrator for Management and Budget (NA-MB-1). The incumbent serves as a Program Analyst, analyzing and developing management and budget programs and designing, implementing, and assessing communication methods, strategies, and products.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: Experience providing management advice and analytical services to executive level managers in support of organizational goals, objectives, and priorities for diverse business and financial management functions; analyzing, evaluating, planning and investigating processes, techniques and methods as applied to issues or studies involving administrative or support functions; and coordinating complex actions across organizational boundaries. Examples of Specialized Experience: Coordinates and resolves issues that cut across organizational lines and authority to ensure the smooth and efficient operations of the NA-MB Management and Front Office, with a view to facilitating program planning and execution; and supports all administrative requirements of the Deputy Associate Administrator (DAA) for Management on a confidential basis. Applies broad and intensive knowledge of principles and emerging trends in the fields of human and financial resource management affecting NA-MB programs, and of a broad spectrum of business functions and operations, to advise the DAA for Management regarding vulnerabilities in management policies, systems, and processes; as well as regarding opportunities to achieve desired management outcomes more efficiently and effectively. Represents the DAA for Management in coordinating, integrating, facilitating, resolving, and directing NA-MB staff on a wide range of work efforts involving complex and sensitive business management Issues. Designs and conducts or directs special management studies at the request of the DAA for Management to assess organizational performance, identify opportunities for improvement of management services provided by NA-MB organizations, explores the feasibility of innovative management approaches, and validates assumptions in substantive management proposals. Directs, coordinates, and oversees work of Federal civilian employees, Federal military or uniformed service employees, volunteers, or contractor personnel. Advises the staff regarding policies, procedures, and directives of higher-level management. Advises, counsels, or instructs employees about work and administrative matters. Has full supervisory responsibility for federal staff. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
