This position is part of the Defense Human Resources Activity. The incumbent will be responsible for developing and delivering DSSC policy and program requirements essential to the creation and operation of DSSC missions. Advises the Director of Policy Programs, DSSC on policy issues involving the full range of initiatives and requirements. Conducts a variety of special studies and projects involving DSSC programs.

Duties

As a PROGRAM ANALYST (POLICY) at the GS-0343-14 some of your typical work assignments may include: Incumbent is a DSSCW Program Analyst (Policy) with expertise in developing and delivering DSSC policy and program requirements essential to the creation and operation of DSSC missions. Advises the Director of Policy Programs, DSSC on policy issues involving the full range of initiatives and requirements. Conducts a variety of special studies and projects involving DSSC programs. Projects frequently cut across numerous specializations (e.g., curriculum development, training and counseling, contracting, financial management, legislative responses and proposals, assessment and evaluation) requiring coordination with other DSSC subject-matter experts and program heads, Component program specialists and equivalent staff of other Federal agencies to resolve complex, difficult DSSC problems. Work often requires research into a variety of subjects, obtaining and exchanging information, frequently within extremely short time frames. Assignments include the preparation of briefing papers and reports on highly visible and/or controversial issues. Identifies ways to integrate DoD policy with DSSC program initiatives of other Federal agencies and recommends initiatives to enhance DSSC services. Assesses proposals initiated within the DSSC or by DoD, Components or other Federal agencies to determine their impact upon DoD DSSC policies and programs. Prepares comments to such proposals and writes the DSSC Office formal responses. Works with DSSC Director of Policy Programs, Component and staff of civilian agencies to advocate DSSC policies and initiatives. Is responsible for developing DSSC policy regulations and guidance for use throughout DoD. Incorporates information technology and evaluation methods into DSSC policies supporting DoD personnel and family assistance. Provides advice and assistance to other DSSC staff to facilitate DSSC service delivery programs. Monitors program execution by Components and contracts. Participates on working groups or task forces on DSSC program strategy and policy development and implementation. Conducts briefings to inform and advise senior leadership on these initiatives. In conjunction with the Director, of Policy Programs, formulates and develops DSSC strategic plans and planning policies. Participates in the analysis and assessment of DSSC service delivery programs using qualitative and quantitative program indicators. Obtains and analyzes relevant statistical information and prepares reports based upon findings and conclusions. Performs other duties as assigned.

Qualifications

You may qualify at the GS-GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to theGS-13 grade level in the Federal service: Developing and delivering presentations to inform and advise senior leadership on agency policy and initiatives. Uses a wide range of quantitative and qualitative methods to gather, analyze, and evaluate information concerning policy development and implementation. Writing, developing, and coordinating agency policy and legislative proposals. Formulating agency strategic plans and planning policies. Coordinating with subject matter experts, other Federal agencies, and stakeholders to resolve complex policy or programmatic matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
