You will serve as a GG-0340-15 Supervisory Program Manager. As the Technical Director of the Information War Room (IWR) and Assistant to the Chief Technology Officer (CTO), HQ US MARINE CORPS, you will supervise and provide oversight for a wide range of diverse programs and research and development projects.
Duties
You will manage internal technical design and delivery processes and oversee a diverse team of civilians, contractors, and military personnel.
You will serve as the senior Program Manager (PM) for Information Operations (IO) Research, Development Testing, and Evaluation projects.
You will exercise broad responsibility and authority by directly coordinating, planning, and managing the efficiency, effectiveness, and integration of resources for the entire division.
You will define strategies and project plans for innovative activities and projects across all domains and security levels.
You will provide guidance to project developers to ensure projects stay on schedule for development, meet expenditures goals, technical standards, and execute within budget.
You will prepare the Congressional Justification Book for the program, all Program Objective Memorandum (POM) submissions, appropriate supplemental funding requests, and provide necessary budget presentations.
You will brief senior leaders, managers, and both Joint Department of Defense (DoD) and non-DoD stakeholders on research and development programs.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
- Travel required for coordination, contingency/exercise support, briefings, conferences and training.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Manage operations, administration, and personnel actions for a team comprising government civilians, uniformed personnel, and contractors.
2. Direct financial resources, including developing action plans and milestones for program execution.
3. Advise leadership on resource management, financial policies, procedures, and strategic plans.
4. Analyze programming, budgeting, and execution data for research and development programs or equivalent initiatives.
