The incumbent serves as an Audit Program Manager, acting as a senior audit manager and technical authority/advisor for all Marine Corp Systems Command audit matters. The incumbent is a key advisor on audit and business process aspects of Major Defense Acquisition Programs, various programs with Acquisition Categories ranging from ACAT I to ACAT IV programs, Major Automated Information System, joint programs, multiple competing programs, and programs with special reporting requirements.
Duties
You will oversee the development and management of audit, property, and financial management policy and procedures within the organization, and coordinate complex matters with internal and external senior level stakeholders.
You will provide guidance and instruction to the audit compliance program, to include financial and information technology audit matters.
You will advise on accounting and audit remediation efforts while addressing significant, sensitive, and potentially adverse internal and external audit findings and recommendations.
You will be responsible for keeping abreast of audit, Risk Management, and Internal Control policies and procedures, leveraging all resources and best practices to pursue increased effectiveness, auditability, and efficiency of Command activities.
You will provide expert recommendations that facilitate the Command’s ability to conduct mission essential acquisition and business processes in compliance with Generally Accepted Accounting Principles (GAAP) policy and procedures.
You will leverage innovative solutions including machine learning, artificial intelligence, and other automation solutions to streamline transaction processing while improving our analytics and business environment.
You will advise on the MCSC RMIC approach to conducting risk assessment activities, implementing an effective internal control monitoring program, requirements for and risks to executing the program, and annual planning objectives.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. The incumbent must possess expert knowledge of and demonstrate a high degree of skill implementing government and agency-specific guidelines and business practices, including statutes, regulations, policies, and procedures related to financial management, audit, and property accountability.
2. The incumbent must possess the ability to translate complex general property, operations, and maintenance concepts into actionable audit and accountability recommendations for MCSC implementation.
3. The incumbent must possess a wide range of experience in government or Industry financial/audit/acquisition positions or related positions on programs covered by the Department of Defense (DoD) acquisition system.
4. The incumbent must possess mastery level knowledge and skill in identifying problems; determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations.
5. The incumbent must demonstrate knowledge of key technical issues within audit, internal controls, and property accountability.
