You will serve as a PROGRAM MANAGER in the JOINT INTERMEDIATE FORCE CAPABILITIES OFFICE of HQ US MARINE CORPS.

Duties

You will act as advisor and consultant to the Director on matters related to management of workload and resources. You will ensure that work planning, execution of work, quality of work, internal personnel management, observance of regulation and compliance and other similar matters are accomplished to manage the programs/projects. You will develop and recommend budgetary requirements, taking into consideration current and anticipated program requirements, equipment, personnel, and strategic plans. You will apply the underlying principles of requirements generation, contracting, programming, economic analysis, systems engineering, and construction/operations management. You will provide personal and expert opinions on proposals and concepts for input into the development of Corps-wide and/or JNLWD objectives, goals, managerial schemes, etc.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station.
  • You will be required to complete a 1-year supervisory probationary period.
  • You will be required to obtain and maintain a government travel card.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Formulating, directing and evaluating activities of the Joint Non-Lethal Weapons Program; Leading in the Planning, Programming and Budget Execution (PPBE) process; Facilitating inter-service and interagency coordination and cooperation relative to the identification and development of emerging non-lethal weapons technologies.
