Duties
As a Senior Financial Management Analyst, you will:
Overseas all audit activities for PIH pursuant to Circular A-50 to include the PIH activities resulting in the publication of the Semiannual Management Reports on Audit Resolution and follow-up.
Provides oversight and support for PIH officials to insure the timely completion of the annual financial statement audit required under the Chief Financial Officers Act of 1990 (CFO Act) and Reports Consolidation Act of 2000. This support includes the insuring that all required reports and certifications from PIH such as the following are submitted timely and are accurate: (a) The Federal Financial Management Improvement Act of 1994 (FMFIA) representation letter, (b) Unasserted Claims Reports, and (c) Internal Control Assurance Statement.
Provides technical assistance, advice, and guidance to employees in the resolution of audit matters that affect office operations.
Projects and analyzes the potential effects of budgetary actions on program viability and attainment of program objectives.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
-Assist with managing audits and ensuring risk management programs fulfill legislative mandates and requirements; AND
-Experience with using automated financial resources management systems, databases and MS Excel for performing risk evaluation, data analysis, tests control activity, and financial reporting; AND
-Preparing written products such as reports, briefings, or statements; AND
-Analyzing the financial position and financial statements of an organization
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
