This position is located at Executive Director, Administrative Resource Center, Asst. Managing Director, Service Delivery, Human Resources Operations Division. As a Human Resources Specialist (Compensation), you will ensure the accuracy and efficiency of the time, attendance, and payroll system functions.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Plan, initiate, develop, and refine policies and procedures related to time and attendance (T&A), leave administration, and hours of work matters.
Serve as the technical expert on T&A and leave matters for both Fiscal Service and external franchise customers.
Provide operational oversight and serves as liaison with timekeepers and certifying officials to answer questions, identify and resolve processing errors, and reconcile data between the webTA, or other time and attendance program (e.g., Quicktime) and the integrated payroll/personnel system (e.g., NFC and/or IBC)..
Perform extensive research when complicated pay and leave questions arise.
As needed, explain issues regarding pay actions or other assigned program areas to employees, both verbally and in writing, which requires explaining and clarifying complex Federal regulations in layman's terms.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
-Applying rules, regulations, policies, and practices in order to draw conclusions or recommend solutions for pay and leave administration or personnel action processing; AND
-Conveying technical information and recommendations to customers.
OR
You may substitute education for specialized experience as follows: one full year of graduate level education (18 semester hours, 27 quarter hours or equivalent).
OR
You may have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR
You may qualify with a combination of experience and education
For the GS-05, you must have three years of general experience, one year of which was equivalent to at least the GS-4 level in the Federal service. General experience for this position includes:
- Experience utilizing various automated systems; AND
- Preparing and reviewing files or documents for completeness and compliance; AND
- Addressing internal and external customer inquiries both verbally and in writing.
OR
You may substitute education for general experience as follows: completed 4 full years of education above high school leading to a bachelor's degree.
OR
You may qualify by a combination of experience and education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-7, you must have been at the GS-5 level for 52 weeks.
For the GS-05, you may be advanced to the GS-05 position if you have held a position no lower than GS-03 in the preceding year under your latest non-temporary competitive appointment OR have held a position at GS-05 or higher under a non-temporary appointment at any time in the past.
