This position is located in the Department of Housing and Urban Development, Office of the Chief Administrative Officer.
Duties
As a Supervisory Government Information Specialist, you will:
Plan, develop, direct, and execute HUD policies, standards, and procedural guidance on the overall conduct of the FOIA programs.
Identify the need for new or revised policies and procedures and analyze the impact of existing or proposed legislation on Departmental FOIA matters.
Develop, review, and implement procedures and requirements to assure compliance with changing guidance from the Office of the Executive Secretariat and compliance with statutory and regulatory guidance pertaining to FOIA along with changing litigation, case law, and guidance from the Department of Justice, Homeland Security, and the Office of Management and Budget.
Ensure the development and enhancement of the FOIA tracking systems are implemented, test systems and other changes requested by the Director and/or Deputy Director and advise whether proposed changes would be cost effective or would improve overall operational efficiencies.
Review complex, sensitive, or unusual FOIA requests, e.g., cases where there may be deficiencies in policy or where FOIA requests produce issues not covered by precedent, and recommend legislative, regulatory, or administrative remedies.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes:
- Contributing to the implementation or oversight of Freedom of Information Act (FOIA) program activities, office operations, or special/priority projects; AND
- Assessing the efficiency of the FOIA process, identifying trends, making recommendations for improvements, and implementing departmental procedures; AND
- Participating in the development, implementation, and monitoring of information policy program activities or goals.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
