This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management (OFM), Accounting Management Group (AMG).
As a Accountant (Systems), GS-0510-13, you will design, develop and implement the CMS automated accounting system applications such as (HIGLAS). Ensure that the accounting systems are in compliance with all generally accepted accounting principles, and standards.
Duties
Ensures that the architecture of OFM and CMS financial accounting systems are in compliance with accounting requirements, procedures, and policies.
The incumbent independently performs analysis of financial data requests from various audits or external stakeholders and determine the appropriate course of action or required material to address the request.
Communicate with business owners and end users to gather and develop written business requirements to be utilized for purposes of enhancing the agency’s accounting system.
The incumbent designs, develops and implements the CMS automated accounting system applications (such as HIGLAS).
Develops and presents formal and informal oral presentations to management, HHS staff, Audit personnel, CMS staff, team members and other external stakeholders regarding sensitive and complex accounting issues.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Designing and implementing enhancements to the CMS accounting system applications (such as HIGLAS and HIGLAS Business Intelligence - Incorta), that support program and administrative accounting requirements and internal controls; AND;
2) Analyzing/reconciling data, interpreting and evaluating results, and recommending solutions to management based on the analysis performed; AND;
3) Engaging in accounting system operation and maintenance, addressing the adequacy and efficiency of related processes to improve, streamline, and support day-to-day operations using appropriate technologies (such as HIGLAS, HIGLAS Business Intelligence - Incorta, Microsoft 365, Microsoft Excel Power Query, Box, Adobe, Robotics Process Automation, etc.); AND;
4) Preparing comprehensive written products (such as standard operating procedures, guides, accounting system requirements, test plan scenarios, manager briefings, etc.) and oral presentations regarding accounting processes and issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
A.
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION).

B.
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION);
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (CERTIFICATE REQUIRED AT TIME OF APPLICATION); or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
