Serves as a senior accountant and accounting expert with high level responsibilities in performing a variety of accounting functions in assigned areas. Responsible for complex accounting studies, integrative analysis and development of accounting business processes.

Duties
Represents management at sensitive or confidential agency-level meetings, inter-component and or inter-agency workgroups.
Key participant in gaining acceptance by high level officials on accounting proposals by explaining complex concepts and negotiating to reconcile diverse points of view.
Formulates authoritative recommendations and advice for management on sensitive or confidential accounting matters that will significantly impact the interpretation or development of important accounting policies and programs.
Develops, issues and maintains appropriate policies and procedures.
Researches and interprets accounting directives, circulars, legislation, regulations and policies to evaluate the impact on accounting operations and any necessary reporting requirements.
Studies and analyzes the impact, relays conclusions with recommendations to management and implements new processes, including any required reporting, as necessary. Ensures agency-wide compliance with federal financial accounting requirements.
Coordinates major accounting projects and initiatives. Develops and reviews sensitive or confidential accounting reports and documents. Analyzes accounting data for accuracy and identification of trends and variances.
Reviews sensitive or confidential accounting systems to ensure conformance with requirements and adherence to accounting policies and procedures. Develops, reviews and implements new accounting systems and enhancements.

Qualifications
MINIMUM QUALIFICATIONS for this GS-13 Accountant position are based on:
(1) an Individual Occupational Requirement (IOR) for the federal 0510 series AND
(2) Specialized Experience
(1) INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): You must have one of the following:
A. a bachelor's or higher degree in Accounting.
B. a bachelor's or higher degree in a related field (such as business administration, finance or public administration) which includes or is supplemented by 24 semester hours in accounting (with no more than 6 semester hours in business law).
C. at least 4 years of accounting experience (or an equivalent combination of experience, college education and training that provided professional accounting knowledge) AND 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law). Experience used to meet this requirement must be in addition to the experience you use to meet the Specialized Experience requirement below.
D. at least 4 years of accounting experience (or an equivalent combination of experience, college education and training that provided professional accounting knowledge) AND a certificate as a Certified Public Accountant or a Certified Internal Auditor (obtained through written examination). Experience used to meet this requirement must be in addition to the experience you use to meet the Specialized Experience requirement below.
E. *at least 4 years of experience in accounting (or an equivalent combination of experience, college education and training that provided professional accounting knowledge) AND completion of the requirements for a degree that included at least 15 semester hours in accounting or auditing courses. Experience used to meet this requirement must be in addition to the experience you use to meet the Specialized Experience requirement below.
*OPTION E requires that you submit documentation showing that: (a) you have successfully worked at the full-performance levelin accounting, auditing or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher-level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency and level of advancement that which is normally associated with successful completion of the 4-year course of study described in A above; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training and experience fully meet the specified requirements.

(2) SPECIALIZED EXPERIENCE is work that primarily consists of applying financial management regulations, policies and procedures; applying accounting theories, concepts, principles and standards; preparing, analyzing, interpreting or presenting accounting/financial management reports; or using accounting information to advise or assist management with accounting and financial management matters.
Specialized Experience must have been gained in a federal position at or above GS-12 OR (if your position/experience is in another federal pay scale OR outside of federal service) by performing duties at a level equivalent to GS-12.
If you have this experience, you must describe, in your own words, the duties you perform that pertain to the requirements for this position.
Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks.

SAMPLE DUTIES THAT DEMONSTRATE SPECIALIZED EXPERIENCE INCLUDE:
(1) managing, allocating or monitoring financial resources in compliance with laws, regulations, and policies;
(2) ensuring resources are efficiently applied to meet organizational goals and objectives;
(3) researching, analyzing or processing information related to accounting transactions to ensure completeness and accuracy of data;
(4) preparing, reviewing, or reconciling financial statements and other reports to meet reporting requirements
(5) applying federal accounting standards, fiscal law, policies, regulations, principles, internal controls and procedures to financial management activities; and
(6) developing or implementing organizational policies and procedures.
The IOR and SPECIALIZED EXPERIENCE must be met by the closing date of this announcement.
Applicants for promotion must have at least 52 weeks at GS-12.
Time-in-grade requirement must be met by the closing of this announcement.
