This position is located in the (DHHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management (OFM), Div. of Financial Reporting and Policy.
As a Supervisory Accountant (Staff), GS-0510-15, you will serve as the Division Director and first-line manager of a staff with overall
responsibility for planning, organizing, providing technical and professional expertise, policy direction, and coordination of activities in direct support of CMS' financial reporting activities.
Duties

Assure that financial information systems are adequate for proper financial management of the resources of CMS, conforming to the general requirements of HHS, GAO, Treasury and OMB.
Interpret policies and directives issued by HHS and higher authority on complex and varied funding issues in order to propose new or revised regulatory instructions, procedures, requirements, and programs.
Review and recommend improvements in established work methods, organizational features, and the structuring of positions to achieve optimum effectiveness and efficiency.
Direct project teams to ensure project management, quality management, performance, risk/issue management are integrated within the program and closely followed.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Developing, evaluating, and analyzing financial transactions and activities to ensure and demonstrate the accuracy, validity and completeness of financial reporting and accounting data/reports in the preparation of entity-wide financial statements; and 2) Recommending process improvements and developing standard operating policies and procedures to management related to accounting operations, financial systems, and financial reporting policy in the preparation of entity-wide financial statements and reports; and 3) Overseeing and providing expert interpretations of financial reporting and accounting policy to assure that standard operating procedures generally adhere to prescribed generally accepted accounting principles and federal accounting standards, theories, and techniques.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Or
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors (CPA's) has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
