This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management OFM, Accounting Management Group (AMG), Div. of Financial Reporting and Policy (DFRP) .
As a Accountant (Staff), GS-0510-14, you will serve as the technical authority and program expert in providing professional accounting expertise in matters that support the Division Director.
Duties
Serve as a senior Accountant, delegated complete responsibility in providing leadership, direction, and support for the coordination of the preparation of the agency?s financial statements.
Ensure the financial statements are completed in accordance with the general requirements of Department of Health and Human Services (HHS),
Government Accountability Office (GAO), Treasury and Office of Management and Budget (OMB).
Serve as the subject matter expert in reviewing, interpreting and clarifying intent of financial policies; developing policies, procedures, internal controls, and implementing critical policies.
Provides project and technical direction to lower-graded accountants, defines individual team member task assignments, reviews team members' work for technical accuracy; recommends technical training needs to the Director.
Expertise in analyzing problems and making decisions and recommendations related to the day to day financial management and reporting of HHS and CMS.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Developing and implementing policies and procedures that will produce the agencies financial statements and other mandated financial reports;
2) Completing financial statements in accordance with the general requirements of Department of Health and Human Services (HHS), Government Accountability Office (GAO), Treasury and Office of Management and Budget (OMB); and
3) Interpreting financial policies; for proper implementation, and the development of procedures and internal controls following CMS' stewardship responsibility to the Trust Funds and all other funds allocated to the agency..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Have a Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

Have a Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6hours of business law; or (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or(3)Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
