There is an anticipated vacancy for one or more attorneys to serve as Assistant/Associate Counsel in the Civilian Personnel Law and Special Projects Section within the Office of Counsel, Naval Sea Systems Command (NAVSEA). The positions are located at NAVSEA Headquarters at the Washington Navy Yard, 1333 Isaac Hull Avenue, SE, Washington Navy Yard, DC.
Duties
You will provide legal advice on the full range of civilian personnel law matters.
You will defend agency decisions before federal administrative tribunals, the federal courts and elsewhere.
You will coordinate closely with other civilian personnel law attorneys and frequently work with attorneys in offices throughout the Department of the Navy.
You will manage an extensive and challenging portfolio of cases critical to the future of the Department.
You will counsel clients on the full range of civilian personnel law matters.
You will serve as a legal advisor on Equal Employment Opportunity matters.
You will serve as a legal advisor on disciplinary actions and personnel-related investigations.
You will serve as a legal advisor on requests for reasonable accommodations.
You will serve as a liaison or personal representative on Office of Special Counsel matters.
You will serve as a legal advisor on labor law matters.
You will address fiscal law questions and interpret legislation, regulations, and policy guidance.
You will serve as a legal advisor on Ethics and Standards of Conduct matters.
You will serve as a legal advisor on Freedom of Information Act and Privacy Act matters.
Requirements

- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
These positions have a full performance level of NH-IV (equivalent to GS-15 pay) under the Acquisition Demonstration (AcqDemo) Pay System and will be filled at the GS-13, GS-14 or NH-IV (GS-15 equivalent level), depending on the qualifications of the successful applicant(s).
To be eligible for selection as an attorney at the GS-13 level, the applicant must have in excess of two years of recent professional legal experience.
To be eligible for selection at the GS-14 level, the applicant must have at least three and a half years of recent, and relevant professional legal experience.
To be eligible for selection at the NH-IV pay level (equivalent to the GS-15), the applicant must have at least five and a half years of recent, and relevant professional legal experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
