The primary purpose of this position is to plan, develop, administer an Information Protection (IP) Program and its requirements/resources. Accountable for achieving program goals/objectives across multiple functions/disciplines; providing a focused, seamless, and supportive environment for protecting information to conduct effective air, space and cyberspace operations

Duties

Plans, organizes, and oversees the security activities. Designs, implements, and evaluates all program security plans and road maps for all program work involving Foreign Material. Implements and administers the Physical Security Program supporting DoD and SAF/AQ SAPs. Responsible for development of security transportation plans, utilized for movement of highly classified assets. As a Senior Security Specialist, incumbent is responsible for ensuring proper implementation of the personnel security program, supporting DoD and SAF/AQ SAPs.

  • DOD Security Fundamentals Professional Cert (SFPC), Security Program Integration Professional Cert (SPIPC), Security Asset Protection Professional Cert (SAPPC) conferrals are required within 2 years of employee EOD or initial assignment date.
  • Required certifications above to be in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience includes planning, developing, evaluating and directing information protection programs for an organization to include security activities within its acquisition, industrial, physical, personnel, and operations; providing organizational support within security operations by applying knowledge of security concepts, principles, and practices within various special access program security disciplines. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: Acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities. 2. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise are required. Extensive knowledge of state-of-the art security equipment, devices, practices, and procedures with all IP security disciplines for planning and implementing protective methods and security procedures are required. 3. Knowledge of operational characteristics across the multiple-disciplinary construct of Information Protection, in order to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the organization and serviced activities. 4. Knowledge of required security training concepts, programs, and procedures to develop security education programs, and assist in operating security. 5. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to communicate effectively, both orally and in writing to successfully accomplish the mission. WORK ENVIRONMENT: The work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and private or commercial vehicles, using of work practices with office equipment, avoiding trips or falls, observing fire regulations and traffic signals, etc. The work area is adequately lighted, heated, and ventilated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
