The primary purpose of this position is to serve in a headquarters position responsible for assisting with oversight of assigned programs, interpreting and implementing policies, executing authorities, developing guidance, standards, processes, and training supporting the AFMAA mission.

Duties

Participates with senior analysts in Air Force Management Engineering Program (MEP) projects and studies. Utilizes ME knowledge and critical analysis creating, evaluating, or providing advice, technical guidance, and training on manpower projects/products (e.g., Air Force Manpower Determinants (AFMD), Logistics Composite Modeling (LCOM), management advisory (MAS), special studies, other projects as assigned). Helps interpret policies and develop management systems and guidance, processes, and training requirements for manpower enterprise. Reviews and provides recommendations to optimize products and services through standardized work, evaluation and training programs. Provides technical writing and formatting guidance. Educates and advises agency personnel on appropriate technical and administrative procedures. Uses established procedures to download currently published determinants for use by agency and MAJCOM OPRs. Participates in discussions and meetings and serves on integrated process teams, panels, and committees in support of AFMAA operations and planning. As directed by supervisor, participates in workgroup sessions to develop various policies, procedures or changes to Air Force instructions or manuals and agency training guides in support of manpower determinants development.

  • Employee may be required to attend an 8-week Manpower training course in residence
  • Must be able to obtain and maintain the appropriate security clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes the understanding of management and organization principles and theories, including administrative practices and procedures common to the organization or area of responsibility. Knowledge and skill in applying conventional methods to gather, analyze, and evaluate information concerning management processes, draw conclusions, and recommend appropriate action. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skills in the application of Department of Defense (DoD), Joint, and AF management engineering and organization principles, concepts, and methodologies, directives, concepts, procedures, guidance, and policy. 2. Knowledge and skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends. 3. Knowledge of the principles, functions, and processes of study/project management. 4. Skill in applying analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations. 5. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. 6. Ability to communicate effectively, both orally and writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
