Summary: The primary purpose of this position is: To serve in a headquarters position responsible for providing oversight of assigned programs, interpreting and implementing policies, executing authorities, developing guidance, standards, processes, and training supporting. Recognized authority and advisor to their division and branch chief in their functional areas.
Duties
Acts as an Air Force Management Engineering Program (MEP) Subject Matter Expert (SME); utilizes ME expertise and critical analysis creating, evaluating, or providing advice, technical guidance, and training on manpower projects/products (e.g., Air Force Manpower Determinants (AFMD), Logistics Composite Modeling (LCOM), management advisory (MAS), special studies, other projects as assigned). Applies Air Force Management Engineering (ME) and manpower expertise to render expert advice, and to develop, interpret, and implement policies and procedures to execute the Air Force world-wide MEP.
Project leader/manager responsible to manage, direct, coordinate, oversee, and report complex projects; defines scope, priority, and staff; provides technical direction in project management, team building, facilitation, process improvement analysis, and methodology/tool required to develop, substantiate, and defend result. Serves as a subject matter expert for execution of Air Force projects to include, Air Force Process Improvement (PI) and Continuous Process Improvement (CPI) projects for Office of the Under Secretary of the Air Force; Director, Business Transformation and Deputy Chief Management Officer (SAF/MG) and the Director of Manpower, Organization, and Resources (AF/A1M).
Interprets policies, execute authorities, develops management systems and guidance, processes, and training requirements for manpower enterprise. Optimizes products and services by establishing standardized work, evaluation and training programs.
Acts as a subject matter expert in meetings, conferences, and senior-level forums. Furnishes technical guidance, information, and advice to top-level administrative and technical agency personnel, AF/A1M, SAF/ MG, other government agencies, and outside organizations.

- This position is subject to provisions of the DoD Priority Placement Program
- The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- DoD certification as a CPI/LSS Black or Green Belt is highly desired.
- Disclosure of Political Appointments
- Twenty-five percent or more of work may require travel away from the normal duty station on military or commercial aircraft.
- Certification in Project Management is desired.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying a wide range knowledge and skilled of management engineering principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult requirements determination studies or projects and make informed executive-level recommendations and decisions relating to those efforts. Additionally, expert analytical and evaluative knowledge and skills to determine the actions necessary to leverage the MEP and PI/CPI programs to support and execute major mission and operational plans, and comprehensive knowledge of how to utilize, integrate, and leverage the MEP, PI/CPI, and other manpower programs in support of current and future plans, operations, and training administration procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge and skill in the application of management engineering principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult requirements determination projects and make informed recommendations and decisions relating to those efforts.
Comprehensive knowledge of management engineering program goals and objectives, and how to leverage them to support continuous process improvement and the most effective use of military resources.
Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectives of program operations.
Skill in planning, organizing, coordinating, and directing complex projects in which the boundaries are broad and difficult to determine in advance and developing innovative and feasible solutions to complex issues.
Ability to gather, assemble, and analyze complex data and facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
