This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Marketplace Plan Management Group (MPMG), Division of Compliance Oversight & Monitoring (DCOM).
As a Supervisory Health Insurance Specialist, GS-0107-14, you will conduct policy and program analysis related to certification and operations of QHPs in the Federally Facilitated Exchanges (FFEs).
Duties
Oversees the development and maintenance of the FFE compliance program, including enforcement actions as related to Qualified Health Plans (QHP) issuers, agents/brokers, web brokers and Enhanced Direct Enrollment entities.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Represents the Director in meetings within the Group, Office, and with various contractors.
Leads or supports program-related studies regarding program oversight and the analysis of policy issues.
Leads the development and maintenance of standard operating procedures of issuers, agents/brokers, web brokers, and Direct/Enhanced Direct Enrollment oversight activities.

In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Developing policy or operational requirements related to the compliance or auditing of health insurance programs;
2) Providing project direction and/or technical assistance to staff, such as defining individual team members' task assignments or reviewing work for technical accuracy; and
3) Analyzing compliance data or data analytics related to ACA or other health insurance programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
