About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of Assistant Director for Information Management Plans Office in Fort Detrick, Maryland.
Duties
Work collaboratively with Information Technology (IT) service centers and Subject Matter Experts functional specialists with the Battalion and external components to obtain necessary support for Service Level Management.
Participate in the development of organizational briefings, rosters, reports, Service Level Agreements (SLA), Memorandum of Agreement (MOA), and Memorandum of Understanding (MOU)
Participate in the development of Products and Services Catalog, Operating Level Agreements (OLA) and external contracts.
Plan and conduct complicated, comprehensive analytical studies of significant segments of major management functions to improve organizational productivity, functions, and processes.
Manage the Battalion Agreements Program with management controls inspected annually as part of the Command Inspection Program.
Serve as the Battalion expert on support agreements formulating local program policy guidance.
Conduct meetings, negotiations, briefings, liaison visits and conferences as required to implement and publicize the support agreements program.
Manage the Battalion’s Document Management System library to ensure documents for all IT related policies, functions, and processes are current and relevant to current operations and centrally managed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
- This position is designated as Key. For positions located within the Continental US (CONUS), the position cannot be vacated during war or national emergency without seriously impairing the mission.
- Position may be designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by managing official documentation related to Information Technology Service Delivery which includes Service Catalogs, Service Level Agreements, Memorandums of Understanding, and Memorandums of Agreement; analyzing customer requirements to determine service delivery strategies; presenting recommendations to customers' representatives and leadership; and developing written reports and presenting them for the purposes of sharing information, highlighting potential problems, and/or recommending solutions.
