Be an Army Civilian - Go Army! We're looking for eager and highly motivated Deputy Product Director Acquisition to support our Army Human Resource Systems (AHRS) and Defense Integrated Business Systems (DIBS) in the implementation of new business practices and modern technology to enable solutions for the Army workforce members. These positions will be responsible for leading and contributing to complex agile software development of products and programs.

Duties

Responsible management official provides overall direction and guidance for the development, acquisition, testing, product improvements, fielding, and sustainment of the project. Coordinates, integrates, leads and directly controls the efforts associated with the assigned program. Manage a government team consisting of assigned civilian and military personnel, matrix and support civilian and military personnel, and the efforts of principal contractor teams. Balances cost, schedule, and performance to assure best value for the Army. Leads and coordinates the combined efforts of the Army industrial team in expediting assigned program responsibilities. Maintains continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities. Reviews programming documents received from HQDA to determine effect on assigned programs. Determines needed capabilities to accomplish objectives as set forth, indicating areas requiring assistance or revision by higher headquarters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret clearance.
  • Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written three-year tenure agreement.
  • A Financial Disclosure Statement OGE Form 450 is required on pre-employment and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 50% of the time.
  • This position may have a one-year probationary period.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position is subject to a mobility or rotation agreement as a condition of employment. You will be required to relocate based on management needs for the duration of employment in this or successor positions.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Advanced Program Management Certification within 48 months of entrance on duty.

Specialized Experience: One year of specialized experience which includes: 1) Performing all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment, and product improvements with a multi-million-dollar annual budget; 2) Interfacing with external stakeholders such as representatives from OSD, Joint Staff, HQDA ASA FM, ASA(ALT), Army Shared Services Center (ASSC), PEO Staff, and other commands and agencies, and private industry on all matters effecting program execution; 3) Reviewing programming documents received from HQDA to determine effect on assigned programs; 4) Overseeing POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability, and oversight; 5) Directing the development of life cycle documentation for assigned projects and funds; AND 6) Conducting briefings at all echelons of the OSD, HQDA, and if required, Congress. All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application will be considered incomplete. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
