This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)

Duties
Develops Special Military Projects and modifications to Cooperative Agreements, Grants, General Terms Conditions, Form, Memorandum of Understanding, support agreements, and grant matters, and related operational and business procedures and processes.
Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of General Terms Conditions and Construction Cooperative Agreements, etc.
Advises others including Federal staff, and non-Federal recipients to accomplish the program goals.
Evaluates state mission effectiveness regarding the Cooperative Agreements Program.
Requirements
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.

- The employee will be required to take a drug test.
- Participation in direct deposit is mandatory.
- This position requires a Secret security clearance; the incumbent of this position must obtain and maintain a Secret Clearance.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
- Maintains appropriate agency grants management certification. Fiscal Law, Master Cooperative Agreement Training certification every 3 years
Qualifications
GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies. Experience presenting and discussing complex matters in a clear and convincing manner. Experience in communicating with people from various backgrounds and circumstances. experience in analytical and evaluated techniques for studies involving the substantive mission requirements for the state cooperative agreement program to ensure the programs independently managed are efficient and effective and are within the cost restraints of contractual requirements. Incumbent has knowledge and skill to plan, organize and direct team efforts involving developing and implementation of Cooperative Agreements and to negotiate effectively with management to accept and implement recommendations, where the proposal involve substantial resources, and/or require extensive changes in established procedures. Comprehensive knowledge of fiscal law and the understanding how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance, with the rules and regulations issued by the agency, or in measuring and evaluating program accomplishment.

The Human Resources Officer (HRO) is the final approval for all ETP waivers. If approved, the memorandum will be returned to you and then submitted with your application.
Education
You may combine education with specialized experience to meet the length of experience requirement for GS-12. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
