The primary purpose of this position is: to serve as the budget analyst in the 937th Training Group's Resource Management Flight, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities including Defense Health Program (DHP) training activities.
Duties
Performs budget formulation work involving 'preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of the DHP training budget with different sources and types of funding, such as direct annual, multiyear, prior-year and no-year appropriations; reimbursements, allotments; transfer of funds from other agencies; and refunds.
Provides advice, assistance, and guidance on budgeting and related information for unique, specialized and complex officer and enlisted medical training programs.
Conduct analyses, reviews, and special studies of budget and/or related information.
Uses automated budgetary systems(s) and computer-generated products in accomplishing budgeting assignments.
Conducts budget-related training for functional contracts and/or program managers in assigned organizations

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0560 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations;apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes.
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation and DHP training programs/organizations.
Knowledge of sources of factual information about and related to processes pf budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and data supply. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/ funding tasks.
Skill in the applications of methods and techniques to analyze and evaluate the effects of changes in program plans and funding. Skill in formulating, justifying, and/or executing assigned budgets/ programs.
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/ funding problems.
Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/ or advise on budgetary processes / actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
