You will serve as a Supv HR Spec (Class/Recruit & Placement) in the Business Directorate of Naval Facilities Engineering Command (FEC) NAVFAC SE.

Duties
You will advise junior personnel on the execution of procedures for human resources (e.g., recruitment, staffing, position management, position classification policies).
You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions.
You will conduct human resources management training (e.g., recruitment, staffing, compensation) for human resources specialists.
You will advise senior leaders on human resources information systems capabilities and limitations.
You will conduct human resources program evaluations to determine if operations are consistent with prescribed policies and business practices.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the gs-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Advising management on personnel policies to include classification, staffing, recruitment, compensation, and workforce shaping; 2) Executing recruitment, reassignment and other personnel actions in accordance with federal laws, policies, rules and regulations; 3) Providing strategic advice and guidance to management recruitment, hiring, compensation, and retention strategies; 4) Resolving problems, answering questions and providing guidance to employees and management on complex recruitment, staffing, compensation, and position classification issues; 5) Utilizing human resources tools and systems to provide reports and to resolve complex problems; and 6) Possessing knowledge of HR regulations and instructions such as 5 CFR, DHA and OPM rules.
