You will serve as a Human Resources Director (HRD), principal advisor and spokesperson for the Commander, Navy Installations Command (CNIC); Commander, Navy Region Southeast (CNRSE). This is a Temporary promotion NTE 1 year and maybe extended up to 3 years at the discretion of management and in accordance with applicable regulations. Temporary actions taken under this announcement may be made permanent without further competition.

Duties

You will direct, coordinate, and oversee work of subordinate supervisors to ensure mission accomplishments through various Human Resources (HR) programs. You will determine overall objectives and evaluate and assess the performance of the Human Resources Office (HRO) in accomplishing objectives and effectively providing the full range of human resources management services. You will carry out Equal Employment Opportunity (EEO) policies and communicate support of these policies to subordinates. You will cooperate and participate fully in the development of an Affirmative Action Plan and efforts regarding staffing, motivation, and training to develop all employees. You will coordinate efforts with EEO officials during the development and execution of policies affecting civilian personnel. You will coordinate actions and issues with the HR Service Center (HRSC); Department of the Navy (DON); Office of Personnel Management (OPM), etc., regarding HR management issues affecting HR management, employees and labor organizations. You will establish and promote information media and personnel contacts with local and governmental agencies. You will provide immediate and long-range, systematic HR planning in support of CNIC's mission, goals and objectives. You will meet with executive and managerial personnel to resolve significant HR management problems, discuss major changes in personnel administration practices, policies and procedures, and to provide information on new programs and policies.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
