Duties
Technical expert supporting Robotics Process Automation (RPA), Application by Citizen Developers (ABCD), smart forms, power automation, and systems analysis for data management and business processes.
Skilled in diverse automation tools (RPA/UiPath, smart forms, mainframe macros, Power BI, Power Automate, SharePoint, etc.), adept at selecting the right tool to boost accuracy, reliability, and efficiency in manual business processes.
Defines clear project scopes with stakeholders, coordinates test plans, forecasts realistic timelines, identifies stakeholders, and implements effective communication strategies.
Skilled facilitator ensuring project progress and resolving roadblocks efficiently.
Leads portfolio management: Identifies key metrics, monitors impact reports, standardizes data inputs, manages report access, and trains staff in DFAS Now and QLIK for informed decision-making.
Strong background in data analytics: Conducts cost-benefit analyses for automation requests, identifies project timeline trends, evaluates root causes of issues, and implements effective corrective actions.
Proficient communicator who customizes messages to audience preferences, maintains engagement across formal and informal contexts, and initiates problem-solving independently.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Applying financial management methods, practices, principles to implement process improvements relative to accounting and financial software and systems; reviewing and analyzing new legislation and proposed policy changes to determine impact(s) on financial and accounting software and systems; planning and directing projects related to the development of financial processes in order to identify opportunities to modify or automate financial and accounting systems.
