You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Office of the Deputy Director Operational Support of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will perform acquisition and contract management of complex and unique service and supply type procurements.
You will maintain balanced workloads by shifting work assignments, subordinate workers, or other resources to achieve the most effective work operations.
You will prepare pre and post-negotiation memorandums to support proposed positions for resolution and disposition of audit recommendation.
You will coordinate with various offices (e.g., requirements office, accounting and legal offices, contracting offices, staffs of other agencies) to obtain supporting
documentation to resolve conflicts.
You will exercise Contracting Officer authority for the solicitation, pricing, negotiation, and award of procurement instruments within warrant authority.
You will exercise warrant authority (e.g., Source Selection Authority up to the Simplified Acquisition Threshold) for a Navy/Marine Corps, DoD, or other federal activity.
You will oversee all NCIS acquisition planning activities serving as the facilitator between requirements package development Team and the processing Agency in possession of the proper level of warranted acquisition authority.

- You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level I. Certification is required within 24 months of appointment.
- You will be required to obtain and maintain warrant authority up to the Simplified Acquisition Threshold.
- This position is a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience performing contracting functions (i.e. solicitations, negotiations, awards, modifications, etc.) for procurements involving Information Technology (IT) equipment, services and supplies;
Experience assigning and reviewing work for acquisition staff to ensure efficient operations and accomplish organizational goals; AND
Experience applying contracting principles and policy to ensure compliance with all applicable laws and regulations.

Education
Basic Requirements for GS-13 and Above:

Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
