You will serve as a SUPERVISORY CONTRACT SPECIALIST in the FACILITIES ENGINEERING & ACQUISITION DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will interpret relevant contracting laws, regulations, policies, standards, or procedures to determine applicability to specific contracting issues. You will perform pre-award/post-award functions for procurements involving complex and specialized procurements for Facilities construction, design and services of significant importance to the agency. You will perform price and cost analysis to determine reasonableness of price in preparation for contract negotiations. You will monitor contract performance for compliance with terms and conditions of the contract. You will give advice, counsel, and instruction to employees on both work and administrative matters. You will plan work to be accomplished by subordinates to meet program goals, objectives, and command priorities, sets and adjusts short-term priorities, and participates and prepares schedules for completion of work. You will develop, review, participate, and mentor subordinates in source selection and evaluation planning. Provides guidance in determination of contract types, methods of solicitation, and negotiation strategy.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directing contract management and oversight for all acquisition strategies, plans, procedures, and contracts from development through final closeout; 2) Providing expert consultation services to Management concerning acquisition planning, development, and progress; 3) Developing local policies and procedures for a wide range of contracting actions; 4) Providing administrative and technical guidance/advice/mentorship to staff; 5) Communicating, identifying, distributing and balancing workloads and tasks for assigned projects, establishing actionable events, milestones, deadlines and time frames for completion; and 6) Ensuring that all contractual actions undertaken in the administration of assigned contracts are in compliance with applicable statues and regulations. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
