You will serve as a DEPUTY CONTRACTING OFFICER in the Contracting Department of NORFOLK NAVAL SHIPYARD.

Duties

You will leverage technical proficiency to plan, acquire, organize, integrate, develop, and prioritize human capital, financial, information, and other resources to accomplish their organization's mission and objectives. You will determine and allocate appropriate levels and mixtures of resources needed for all areas of responsibility and redirect resources as the emphasis of the overall program changes. You will set priorities, organize, and utilize time and resources efficiently and effectively to achieve the desired results, consistent with the organization's goals and objectives. You will provide sound advice, new insights, and innovative solutions to subordinates, high level program managers, executives, directors, and other command officials pertaining to contracting programs and solutions. You will exercise logic and good judgment to determine accuracy, relevance to data, and make effective decisions based on the interpretation of contracting regulations and practices which affect various organizational units. You will develop the acquisition strategies that effectively and efficiently provide support to the mission. You will use initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies. You will write reports and correspondence in clear, concise language and in appropriate form and style to sufficiently document business clearance memorandums, negotiation memorandums, etc. You will preserve the consistency and integrity of the federal acquisition process (e.g., protecting the proprietary information and avoiding conflicts of interest etc).

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience directing the planning, development, implementation, and administration of all contractual actions required to support major multi-million dollar programs; Experience in applying cost and incentive contracting, awards fee contracting, administration cost accounting, life cycle costing, industrial productivity improvement programs and programs to support mobilization readiness requirements; Experience managing and coordinating activities in order to maintain the status of, and to control, various contractual actions occurring concurrently to assure that these actions take place in a timely manner; Experience providing technical direction for, and integrate work performed by the subordinate contracting officers, contract specialists, and contract administrators assigned on behalf of the project; Experience in procurement, economics, accounting, general business, law, finance, and general business practices; Experience negotiating complex business transactions that include detailed cost and price analysis using recognized statistical techniques; Experience in negotiating principles in developing pre-negotiation strategy and overseeing or conducting negotiations and in directing or performing post award negotiations involving contract changes or modifications; Experience in detailed price and cost analysis principles and basic accounting practices as they apply to contract proposal evaluation and contract administration. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
