You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Contracting Office (400), Submarine and Availability Support Contracting Division (450) of NORFOLK NAVAL SHIPYARD.
Duties
You will direct the full range of contract procurement and administration actions for assigned contracting.
You will direct the planning and execution of all assigned contractual actions and phases for submarine repair, acquisition and other support programs.
You will plan, develop, and establish long- and short-range procurement and contracting plans, strategies, and approaches for overall submarine repair and acquisitions and life cycle programs.
You will perform supervisory responsibilities.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting with planning, development, implementation, and administration of all contractual actions required to support major multi-million dollar programs; Experience applying procedures and techniques in cost and incentive contracting, award fee contracting, administration cost accounting, life cycle costing, industrial productivity improvement programs, and programs to support mobilization readiness requirements; Experience applying and implementing procurement regulations and contracting principles (e.eg. source selection, sophisticated pricing arrangements, solicitation methodologies, and cost accounting) sufficient to plan, develop, implement, and administer all contractual aspects of a wide variety of systems acquisition programs; Experience developing pre-negotiation strategy and overseeing or conducting negotiations and in directing or performing post award negotiations involving contract changes or modifications; Experience negotiating (including face to face dealings) complex business transactions including detailed cost and price analysis using recognized statistical techniques; Experience utilizing knowledge of inter-related disciplines and functions involved in the system acquisition process, such as design or systems engineering, integrated logistics support, financial management, and their inter-relationships with contracting.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
