This position is Agricultural Research Service (ARS), Field Organization, Northeast Area (NEA), Beltsville Agricultural Research Center, Beltsville, MD Office of the Director. In this position, participates as part of the BARC Center Director (CD) management team in developing strategic plans, serving as the business management advisor in executing and leading BARC business activities and developing and executing business practices throughout BARC.

Duties

Oversees the administrative and financial management teams to ensure the delivery of efficient and effective business management programs; and works with management in identifying financial, human resources, property, and material needs and problems. Leads in the development of BARC specific standard operating procedures (SOPs) to ensure accuracy and uniformity in submitted documentation. Develops and implements a business management system to maintain current and critical data for BARC. Oversees the administration of real and personal property programs. As part of the Center leadership, presents requirements, addresses concerns and ensures quality service performance to meet research and program needs as related to property. Evaluates current skill sets for the administrative, financial and property management staff and identifies gaps, and develops and conducts training to improve and, as required, develops and implements new skill sets. Provides leadership and technical direction on Time and Attendance or pay issues affecting BARC staff and employs flexibility in developing solutions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing business plans that support the goals of an organization; implementing administrative and financial business processes needed to support research programs; and evaluating current skill sets of staff to identify gaps and direct recruitment efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
