This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Headquarters, National Programs, Office of International Research Engagement and Cooperation in Beltsville, MD.
In this position, you will be responsible for assuring highly effective and efficient leadership for ARS-wide international research programs and interactions. You will recommend strategies to improve operational effectiveness and administration of programs.
Duties
Interpret and adapt broad program and policy objectives and make a wide variety of difficult and important decisions regarding program capabilities in relation to resource availability.
Provide guidance, support, and facilitation for international cooperation with foreign ministries of agriculture, nongovernment agriculture organizations, and international institutions.
Perform program analysis to generate and apply new concepts in planning, conducting, and evaluating long-range projects or proposals for the solution of complex problems in major program areas.
Develop, implement, and coordinate program projections, evaluating and consolidating budgetary requests, and in recommending and supporting such requests to the agency administrator.
Identify new problem areas requiring attention and recommends approaches to be taken, such as in-house, extramural, cooperative endeavors and recommends curtailment of unproductive non-cost-effective programs or approaches.
Direct and ensure that research leaders and senior officials are provided with information, guidance, and assistance in documenting and carrying out the placement of foreign scientists.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicant must have one year of specialized experience at the next lower grade to be considered for the next higher grade.
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing leadership and coordination for international research programs and interactions; analyzing and evaluating program procedures that impact the execution of research goals and policies; delivering guidance and support for stakeholders, senior officials, and international organizations concerning inquiries relative to programs; and applying new concepts in planning, conducting, and evaluating long-range projects or proposals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
