This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS), Assistant State Conservationist for Management and Strategy Organization (MSO). The purpose of this position is to serve as staff support specialist providing program support and performing assignments, projects related to programs and activities surrounding the National Service Delivery Team and Financial Management Resources programs.

Duties

Provides advice and assistance to the Supervisory Program Manager on administrative program operations and performs special projects as requested. Oversees the Division onboarding, mentoring, training, safety, and student programs. Develops and maintains computer spreadsheets, databases, and other software to monitor NRCS operations. Participates in developing operational (Strategic and Business plans).

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time in-grade requirements for the GS-11 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-09 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties: Providing support in planning, coordinating and reporting on a variety of administrative services; Reviewing procedures for internal processing of administrative work and recommending revisions to improve workflow and efficiency; Reviewing administrative process or policy changes and; Operating as the point of contact for various administrative functions. (Your resume must CLEARLY demonstrate this experience) OR Education: Must possess a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree in business, accounting, finance, or other directly related field. (You MUST submit supporting academic transcripts.) OR Combination: Must possess a combination of specialized experience and graduate education that total 100% when combined. First, determine total qualifying experience as a percentage of the experience required in above; then determine the education as a percentage of the education required above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the first year (18 semester hours) may be used when combining education and experience for this grade. (You MUST submit supporting academic transcripts.) GS-11 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Overseeing onboarding, mentoring, training, safety, student programs, and staffing needs for the organization; Developing computer spreadsheets, databases and other software to monitor operations; Performing assignments that require knowledge of administering financial resources such as grants and agreements; and Managing IT inventory to distribute phones, tablets and other IT supported items to staff. (Your resume must CLEARLY demonstrate this experience) OR Education: Must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in business, accounting, finance, or other directly related field. (You MUST submit supporting academic transcripts.) OR Combination: Must possess a combination of specialized experience and graduate education that total 100% when combined. First, determine total qualifying experience as a percentage of the experience required above; then determine the education as a percentage of the education required above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of two years (36 semester hours) may be used when combining education and experience for this grade. (You MUST submit supporting academic transcripts.)
