This position is located in USDA's Office of Human Resources Management, Talent Management Division. This position serves as a Training and Development Specialist responsible for planning, managing, and evaluating administrative facets of USDA's training and development programs designed to develop employees; coordinate, administer, and implement training and development policies related to USDA employees; and to effectively manage learning in the agency.
Duties
Oversees, analyzes, and evaluates administrative programs and services for Interns and Scholars, Talent Management, and Leadership Development; and provides management consultative and technical service for the training and development functions.
Analyzes training and development program areas and services for procedural and regulatory deficiencies, identifies complex problems or issues, contributes to determining whether new or revised policies are needed.
Conducts needs assessments, develops strategic plans and evaluation criteria, and statistical and narrative reports to analyze data, determine quality, assess impacts, and to arrive at conclusions when participating in broad studies.
Recommends best practices across USDA where possible and collaborates with USDA training staff in Mission Areas, Agencies, and Offices to ensure that training and employee development policies and programs are administered in compliant.
Stays abreast with new legislation, regulations, and other government initiatives and curriculum to contribute to the development of new or revised policies, standards, and procedures.
Implements solutions and timeframes for training and development program policy adjustments and updates.
Delivers training using a variety of approaches, including a hybrid, or “blended” state of the art and sophisticated learning concept to provide maximum flexibility for the learner and to optimize use of resources.
Training approaches used include AgLearn, webinars, Master Class and Ted Talks or similar platforms, video teleconferencing, podcasts, discussion forums, on-the-job training, capstone experiences, and face-to-face seminars and classroom sessions.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
For GS-12: One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Training and Program Specialist .For this position, the specialized experience is providing employee training and development feedback, advice and/or evaluations for an organization; and conducting instructor- led, in-person and virtual training courses.
For GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Training and Program Specialist .For this position, the specialized experience is providing employee training and development feedback, advice and/or evaluations for an organization; and implementing training and development policies and programs for employees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
