This position is located in Service Center Operations Directorate, Training and Professional Development, CORD. As an Training and Program Analysis Specialist, you will analyze, design, develop, and evaluate enterprise training and development initiatives and programs for SCOPS/USCIS employees.

Duties

Lead organizational learning programs for the directorate that include identifying, planning, developing, and delivering the full scope of training activities from entry to the professional level, serving the needs of the USCIS workforce. Engage leadership to determine individual, team, and organizational learning and development needs. Use innovation in applying current and emerging technologies to leverage and maximize training delivery to broad audiences throughout the directorate. Evaluate and analyze training effectiveness and adjust guidance, policy, and delivery methods accordingly to maximize employee learning. Communicate with the USCIS training professionals’ community to ensure consistency in the delivery of training across the directorate. Lead the evaluation and assessment of training effectiveness at the enterprise level through the creation of qualitative and quantitative survey methods.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 07/26/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 07/26/2024. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Managing complex training and learning programs; Developing and implementing learning and training delivery solutions that make use of innovative and emerging technologies; Directing the development of training program initiatives; Evaluating training and learning programs to ensure compliance with adult learning principles and organizational policies.
