The Management and Program Analyst position operates independently to support the Director's Office of the San Diego VA Regional Office with an emphasis on change management strategies and information security techniques to communicate with internal and external audiences.
Duties
The Major Duties of the Management and Program Analyst are, but are not limited to:
Lead the change management activity within the Regional Office with a focus on communicating strategic policy changes.
Interprets and applies laws, regulations, policies, standards, or procedures to specific issues.
Perform a variety of analytical, planning, evaluative, and advisory work assignments to quantitatively or qualitatively evaluate the effectiveness of programs or operations in meeting established goals, measures, and objectives.
Produce graphs and/or charts to illustrate a concept, point, or demonstrate the effectiveness of programs and/or business operations.
Perform general office duties including preparation and routing of correspondence, maintaining filing systems, time and attendance, and calendar maintenance.
Provides or disseminates information orally and in writing.
Maintains security of assets or confidentiality of information.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are/were federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements. To meet the Time-In-Grade requirement for this position, you must have completed 52 weeks at the GS-11.
You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes.
Specialized Experience: Applicant must have one (1) year of specialized experience equivalent to the GS-11 grade levelin the Federal Service.
Specialized experience is defined by one year of specialized experience which has equipped them with the knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11). Specialized Experience is defined as experience implementing plans and means to achieve change or experience assessing the effectiveness of new processes though data analysis.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
