Duties
Performs random reviews of disbursements for assigned programs such as Travel Pay and Civilian Pay.
Organizes, collects, analyzes and presents a variety of data, information, and statistics related to financial programs and projects based on reviews of assigned program accounts.
Reviews and validates input and output data relevant to internal controls of operations and systems.
Researches and identifies problems, determines corrective actions as needed and recommends changes to procedures and practices.
Prepares and submits reports describing problems that are recurring or causing significant delays, or costs, the corrective action to be taken, and the need for additional resources to higher management.
The duties, described above, represent the major duties performed at the GS-9 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.

Specialized Experience at the GS-7: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-6) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience at the GS-07 level is defined as: applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data and analyzing reports from financial systems; and researching financial policies and laws to resolve common financial issues.
Specialized Experience at the GS-9: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-7) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience at the GS-09 level is defined as: experience applying financial laws, regulations, policies and procedures. Performs random reviews of disbursements for assigned programs such as Military Pay, Civilian Pay, Travel Pay, retired & Annuitant Pay, and Commercial Pay. Organizes, collects, analyzes and presents a variety of data, information, and statistics related to financial programs and projects based on reviews of assigned program accounts.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-6 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service.
Education
GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
