About the Position: Manages several military personnel action programs for an installation: Awards, Promotions, Schools, Assignments, Retirements and Separations, Recruitment and Retention, and Special Actions. This position is located with the Reserve Personnel Management Directorate within the Human Resources Command (HRC).
Duties
Composes correspondence as necessary to higher headquarters or other military agencies to clarify questionable areas.
Reviews changes in legislation and DED and higher-level component policies.
Identifies the impact of changes on the policies and procedures of the installation and subordinate organizations.
Provide guidance, interpretations, training and/or briefings on current and proposed policies for assigned military personnel action programs to a wide variety of individuals, managers, and key officials.
Provides information, data, interpretations, explanations, and/or analysis needed to fully respond to the inquiry.
Duties require a comprehensive knowledge of the laws, rules, regulations, policies, governing the program and a thorough knowledge of the basic concepts, principles, and theories of personnel management.
Find ways to improve production or increase the quality of the work directed; develop performance standards.
Requirements

- Applicant will be required to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.background investigation.
- Incumbent must obtain and maintain a Secret clearance.

Specialize Experience: Specialize experience is defined as one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes coordinate with external agencies to analyze Board results, requested changes, or resolve discrepancies; assemble corrections to military record case files for submission to boards; gather facts to submit in response to a Military Board inquiry requesting Correction of Military Records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related
