The position is located in the Department of Defense, Office of the Inspector General, Office of the Deputy Inspector General for Evaluations, Evaluations Support Center Directorate, Business Operations Division or Administrative Resource Management Division. Evaluations conducts assessments, evaluations of programs, functions, and missions to facilitate change by promoting efficiency and enhanced program results on matters of interest to Congress, the Secretary of Defense, IG, and DoD Leaders.
Duties
Researches and assembles directives, regulations, publications, and other pertinent guidance. Gathers statistics, assembles, prepares, and summarizes documentation and other preliminary information as required by evaluators and auditors.
Conducts fact-finding tasks to meet the requirements of assignments to accomplish the objectives of the evaluation. Interacts with staff to obtain needed data in order to compile and present information to leadership.
Assists with initial, draft, final report generation and routing to ensure proper format, incorporates changes as recommended by the team, assists in the distribution of draft and final reports in accordance regulations, policies and procedures.
Ensures classified documents are properly accounted for, controlled, transmitted, transported, packaged, safeguarded, and destroyed in authorized destruction facilities in accordance with OIG implementation of DoD S-5105.21-M-l.
Serves as the EVAL SharePoint Administrator, and the EVAL Intranet/Internet administrator POC, who identifies trends, strengths, vulnerabilities, or recurring IT issues.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as security designation level Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service.
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service.
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.
Specialized Experience: At the GS-11 applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Perform administrative reviews and critical assessments of initial, draft, and final report generation and routing to ensure proper format, incorporates changes as recommended by the team, and assists in the distribution of draft and final reports in accordance with regulations, policies, and procedures. Ability to ensure classified documents are properly accounted for, controlled, transmitted, transported, packaged, and safeguarded and destroyed in authorized destruction facilities and in accordance with OIG implementation of DoD S-5105.21-M-l. Possesses the knowledge to identify trends, strengths, vulnerabilities, or recurring IT issues such as the Component SharePoint and Intranet pages that involve individual or multiple projects. Ability to research laws, assembles directives, regulations, publications, and other pertinent guidance. OR A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in program analysis or a degree that provided a minimum of 24 semester hours in program analysis. OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Specialized experience is defined as: Perform administrative reviews and critical assessments of initial, draft, and final report generation and routing to ensure proper format, incorporates changes as recommended by the team, and assists in the distribution of draft and final reports in accordance with regulations, policies, and procedures. Provides oversight of planning and performance measurements for EVAL to ensure plans and annual performance measures are adjusted, where needed, to align with OIG goals and external factors.

Education
Substitution of Education for Specialized Experience:
At the GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
There are no substitutions of education for the qualifying experienceat the GS-12 and GS-13 grade levels.
Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
