This position is located at the Washington DC VA Medical Center (DC VAMC), Office of Public Affairs & Community Relations, Medical Media Reproduction Services, which provides a variety of visual imaging and editing services including medical and non-medical photograph, audiovisual production, and graphic design. This position is critical to the mission of the medical center and its outpatient clinics.

Duties

Major duties: Conceives, designs, edits, and produces original or new material for health care print and digital publications in support of major marketing, communications, and branding projects to include quarterly magazines, newsletters, television and radio broadcasts, web, and daily social media, incorporating modern techniques and methods of presenting information and material to engage and inform target audiences. Manipulates visual information on the web and digital platforms as well as designs, and compiles visual reference material to complement or supplement written information and digital/electronic content to transcend wellness communications for broad audiences. Develops guidelines and standards for visual information and communications campaigns, in accordance with Veterans Health Administration policies and guidance to include still and digital images, print production, lighting, audio and videography. Provides technical advice pertaining to methods and techniques by which visual presentations and media can be best utilized to enhance oral and visual communications for internal and external use. Designs and produces printed, digital, and electronic material for web and social media, annual reports, mail advertisement campaign, logos, billboards, magazines, newsletters, pamphlets, brochures, handbooks, and similar types of publications which require knowledge and understanding of the targeted audiences, embedding 508 texts in accordance with VHA communications and marketing policies. The incumbent works with the VA Central Office Printing staff and external vendors on major print products, submitting appropriate forms with an understanding of VA print policies and seeing project through from inception to final production. Uses advanced computer graphics systems to test, evaluate and operate those systems to create unique products and provide services of a highly technical nature to include imagery, photography and videography and editing in various formats. Plans, tracks, and coordinates resources for timely execution of complex multimedia productions. Manages and executes the print production and procurement process for major print publications, requiring knowledge of paper quality, binding options, and color calibration, etc. Coordinates and consults with personnel during the development stages of visual presentation projects to define objectives, recommend solutions, and determine the methods and procedures for productions. Works closely with authors, contractors, and campaign coordinators to review raw information, recommend text and imagery modification, determine the most appropriate methods for highlighting/enhancing the essence of the subject matter, and alternatives for achieving desired communications goals. Works closely with subject-matter experts and writer-editors to determine exactly what information may be emphasized, clarified, augmented, modified, or replaced with multimedia products, and to determine the most effective visual presentation. Work Schedule: Monday - Friday 8am - 4:30pm Telework: VA supports the use of telework to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Operates computer graphics hardware and software including high-level illustration software, 3-D modeling and animation software and photo manipulation software MAC and PC content for design and editing. Engages tactfully with internal and external customers, communicating VA's privacy guidance to staff, Veterans, and stakeholders. Meets the needs of customers while handling conflict and problems constructively and appropriately. Provides technical advice pertaining to methods and techniques by which visual presentations and media can be best utilized to enhance oral and visual communications for internal and external use. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR, 3 full years of progressively higher-level graduate education leading to such a degree OR, LL.M., if related Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree. Physical Requirements: Work involves some standing and sitting for extended periods of time at a desk or computer terminal and in the field when supporting outreach or the installation or setup of extensive and complex graphic and visual campaigns. Work environment may be stressful due to high workload and short deadlines. Work requests will be completed in an office environment, located in Office of Public Affairs and/or Medical Media. Work will occasionally require working outside or on location of a photo/video shoot or outreach event.
