About the Position: Serves as an Administrative Officer planning and executing a complex set of personnel and administrative programs supporting Headquarters, Department of the Army (HQDA) that gives guidance to the Assistant Secretary of the Army, Financial Management & Comptroller and the Deputy Chief of Staff, G-8, as well as obtaining and providing a variety of management services essential to the direction and operation of the organization's mission goals and objectives.
Duties
Provide direction on a variety of administrative functions to include coordination of civilian personnel actions, recruiting, staffing, workforce initiatives, and civilian personnel management.
Perform special interest or sensitive topic studies on Workforce Management for senior management.
Prepare briefings using personnel automation programs and uses Army Civilian current data programs as the primary data management and record keeping system.
Subject Matter Expert (SME) of Headquarters, Department of the Army (HQDA) and Civilian Human Resources Agency (CHRA) policies regarding all aspects of personnel management.
Provide expert advice and Civilian personnel management procedures to customer base and senior leadership as the primary (SME).
Manage onboarding/off boarding actions, apprentice program, early retirement and incentive programs, and additional civilian workforce programs.
Use data analytics skills to draft multiple reports and presentations for continued analysis of workforce initiatives workforce management, Honorary and performance awards.
Review the Table of Distribution and Allowances (TDA) and resolves discrepancies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.

Specialized Experience GS 12: One year of specialized experience which includes managing and administering civilian personnel hiring actions such as, non-competitive actions, recruit fills, internal merit actions; providing advice on hiring authorities, performance management, and awards; compiling and interpreting statistical data for reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience GS 13: One year of specialized experience which includes performing data analysis in support of personnel administrative programs; performing special interest or sensitive topic studies; providing authoritative direction on a wide variety of administrative functions such as, coordinating civilian personnel actions, recruiting, staffing, downsizing initiatives, civilian personnel management, labor management, supervisor and employee relations, hiring constraints, reorganizations, and internal fund requirements/management; advising staff on civilian personnel readiness and strength levels; providing annual reconciliation of TDA's against name and space allocations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
