The position is located in the Bureau of Labor Statistics (BLS), Office of Administration (OA), Division of Administrative Services (DAS), Branch of Logistics and Records Management (BLRM).
This position is inside the bargaining unit.
Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.
Duties include but are not limited to:
Expert with both electronic and non-electronic records management issues, and advises program managers on the creation and management of agency records.
Familiar with agency goals, objectives, and priorities relating to records management, and supports the records management program so that it best serves the organization's mission and needs.
Provide expert-level advice and guidance to managers, supervisors, and employees on goals, policies, and regulations related to records management property management, printing services, and mail operations to ensure legal and regulatory adherence to controlling laws and regulations.
Provide technical guidance to records management staff, as requested.
Promote effective property management throughout agency.
Implement property management program through a network of program liaisons to ensure assets are accounted for, stored, and disposed of per departmental and agency guidance and the Federal Property and Administrative Services Act.
Serve as the agency point of contact for the property asset management system. This includes ensuring all accountable property is properly recorded, tracked, and managed in the system of record.
Monitor contractor performance to ensure effective operations of these programs.
Administer the preparation of special reports, cost estimates, and budgetary planning documents to ensure strict compliance with contract specifications.
Serve as a point of contact to parties external to the Bureau of Labor Statistics (BLS), such as Department of Labor (DOL) acquisition offices.
Assist with formulating and overseeing the implementation of BLS policy and guidance for property management per Departmental policy; Congressional mandates; Federal regulations, standards, and guidance; and appropriate
national and international professional records/information management standards.
Assist with planning, developing, and administering property management policies designed to facilitate effective and efficient handling of agency property assets.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Applicants must have 52 weeks of specialized experience equivalent in scope and responsibility to the next lower grade level GS-12 in the Records Management field.
This one year of specialized experience must have equipped the applicant with the particular knowledge, skills, and ability to successfully perform the duties of the position to be filled and must be included in your resume.
Specialized experience examples include:
Worked with federal agency records in order to interpret and apply in-depth knowledge of the regulations, guidelines and principles governing federal recordkeeping;
Worked on various elements of a records management program, such as experience working with inventories of agency records and and/or agency file plans, coordinating litigation holds and records freezes, and developing and implementing National Archives and Records Administration (NARA)-approved records disposition authorities;
Served as an expert advisor to division, office and agency leadership on critical administrative support issues, including providing advice to managers, supervisors, and employees on an agency print management program to ensure legal and regulatory adherence to laws and regulations regarding records management;
Assisted with identification and resolution of records management and administrative support services contract issues.
