You will serve as a CONTRACT SPECIALIST in the S-4 Division of MARINE CORPS CYBERSPACE OPERATIONS GROUP (MCCOG).

Duties

You will plan the overall approach to meet contracting program for procuring a variety of requirements.. You will analyze difficult contracting issues and determine recommended course of action which may depart from previous approaches. You will provide expertise in procurement regulations and contracting skills. You will provide business advice and assistance to technical personnel involved in development of the performance work statement or statement of work or data requirements. You will manage post award contract performance actions on a variety of contracts. You will analyze price and cost elements of the proposed changes and propose audits when required. You will analyze difficult issues and identify alternative courses of action which may depart from previous approaches.

  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is telework eligible.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is located in a requirements office; not a contracting office. This office does not solicit for products or services nor does it award contracts.

Qualifications

In addition to the Basic Requirements for this position, applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: (1). Ability to determine the appropriate method of procurement using a wide range of contracting methods and contract types; specifically Information Technology (IT) and working knowledge of labor contracts. (2) Experience and knowledge of working with Contracting Officer Representative (CORs) to evaluate contractor performance for compliance with terms and conditions of contracts, and ensure timely submission of Contractor Performance Assessment Reporting System (CPARS), technical progress reports and performance metrics. (3) Experience in analyzing market trends, commercial practices, conditions and technological advances, and select appropriate techniques and procedures to solve any acquisition problems. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A).
A 4-year course of study leading to a bachelor's degree with a major in any field;

or

B) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
