Duties
Assists line officers in performing their tribal consultation responsibilities with Native American tribes having interests in the management unit. The incumbent will coordinate the programs of the BLM with programs of the tribes.
Monitors all BLM programs which affect the Native American communities and communicating potential issues with managers and staff concerning Native American perception of the status of projects and programs.
Evaluates sensitive problem issues and recommends to the appropriate agency action officer the necessary steps to solve those issues. Attends tribal meetings where invited and agency presence is appropriate.
Communicates with each agency office on policy issues where differing interpretation or policy positions exist among the agencies as to how those decisions impact any Native American tribe.
Due to the need for government-to government communication, the liaison often must adapt agency guidelines, regulations, and policy to tribal situations while maintaining integrity of congressional and agency purposes.
Develops and maintains knowledge of Native American cultures, philosophies, and needs as they pertain to analyzing Native American tribal needs and effecting workable solutions to those needs in relation to agency programs.
Maintains working knowledge of the history of treaties with the Native American tribes and of the current operative laws which affect the government-to-government communication and the Secretary’s trust responsibilities.

Qualifications

For GS-09: One (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Examples of specialized experience include managing sensitive and controversial issues; researching and compiling information on laws, regulations, treaties or other similar records for managers to use in decision making and analysis; experience communicating with interested parties both internally and externally; and communicate orally and in writing to disseminate pertinent information to internal and external organizations using a variety of methods; OR have completed two (2) full years of graduate education leading to a Master's degree or equivalent in a field directly related to the position being filled; OR have an equivalent combination of the type and level of experience and education described above. Only graduate level education in a field directly related to the position being filled in excess of the first year may be combined with experience.
For GS-11: One (1) year of specialized experience equivalent to GS-09 in the Federal service. Examples of specialized experience as they pertain to Native issues include analyzing and interpreting policies; developing programs and procedures to enhance relationships; knowledge of Native American cultures and provide guidance to others in your area of expertise; manage sensitive and controversial issues; planning and conducting internal and external meetings, consultations, and negotiations; and developing technical reports such as Environmental Impact Statements or Environmental Assessments; OR have completed three (3) full years of graduate education leading to a PhD. or equivalent doctoral degree in a field directly related to the position being filled; OR have an equivalent combination of the education and specialized experience described above. Only graduate level education in a field directly related to the position being filled in excess of the first two years may be combined with experience.
Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work requires travel, often to remote sites. The work will often require long hours of meetings and distance driving. The work will also require careful documentation of communication.
Work Environment: Work is in an office setting and in the field. Travel will be to communities within the region, including Native American communities and reservations, as well as to specific sites and projects in the field. Off-highway travel on dirt roads to specific sites or projects will be required.
Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 25% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee and the selectee must be employed with the Federal Government and the selectees current duty location is more than 50 miles from the duty location of this position. To be eligible for a Recruitment Incentive, selectee must not be employed by the Federal Government.
Education
This position falls under the Miscellaneous Administration and Program Series, 0301 Individual Occupational Requirements (IOR). There are no Individual Occupational Requirements (IOR) for this series.
This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
