This position is located in USDA, Rural Development Nevada Office. Incumbent serves as a key member of the State Director's staff, participating fully in the planning, development, and implementation of rural development and assistance programs.
This is NOT a Remote position, incumbent will be required to report to Nevada State Office.
Duties
Serves as a project advisor and expert to RD staff in working with supported communities, which may include on-site-technical assistance.
Performs project management for assigned area(s) to effectively plan, coordinate, schedule, set priorities, and map timelines for complex multiregional
projects or initiatives.
Develops innovative approaches and training for field staff to better target RD assistance to high poverty and underserved communities.
Provides research, case studies, practical models, and other examples of community economic development tools for the purpose of improving CED engagement by RD staff.
Conducts studies and surveys and coordinates the identification of specific and common state and local rural development
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-12: Applicants must possess one (1) year of specialized experience at the GS-11, or its non-Federal equivalent that demonstrate: review and recommend community economic strategies. Performing financial and credit analysis of commercial concerns, municipal utilities, or nonprofit corporations operating community facilities and assessing the community impact from investments. Preparing small or standard rate studies for municipal utilities, hospitals, schools, or public safety, for investment purposes or similar work; reviewing and examining feasibility studies and business plans proposals; or evaluating and applying business structures and economic factors.
For the GS-13: Applicants must possess one (1) year of specialized experience at the GS-12, or its non-Federal equivalent that demonstrates: Experience comprehensive knowledge and understanding of community economic development strategies. Experience using broad and seasoned judgment in working with government agencies, rural communities, and business enterprises to identify opportunities for development. Experience in developing budgets to support community projects. Experience evaluating the general economic and financial conditions that affect the success of rural communities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no education substitution for the GS-12/GS-13 grade level.
