Duties

Develops and implements the Districts vision/ strategy, integrating multiple key program goals and priorities, providing long-term direction and guidance for land management. Apply the policies and programs of the Department of the Interior in the management of multiple-use programs on the public lands including stressing results by formulating strategic program plans. Developing and implementing strategies which maximize employee potential and foster high ethical standards. Promoting quality through effective use of the performance management system, valuing cultural diversity, fostering an environment where people work together cooperatively and effectively. Establishing and enhancing working relationships and alliances within the District as well as other BLM Districts, Congressional delegations, public land user groups, public organizations, Tribes, and other federal agencies. Performs personnel management tasks such as making selections for district positions, establishing/evaluating performance standards, maintaining discipline, hearing and resolving complaints and grievances, etc. Responsible for setting short- and long-term direction and priorities for accomplishment of work within the District. Coordinates with other organization supervisors on work-related issues, technical issues not covered by precedents or established policies.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. At the GS-13 Level: One (1) year of specialized experience, equivalent to at least the next lower grade (GS-12) in Federal service. Specialized experience is further defined as demonstrated experience in workforce and strategic planning, identifying issues, resolving conflicts, and negotiating solutions. Oversight responsibilities for administrative and financial management functions, as well as managing or supervising a variety of different program areas, such as resource management, budget, or human resource functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Normally works in an office setting, with occasionally strenuous duty and normal field duty associated with resources work. Work may be conducted under widely adverse conditions such as severe winter temperatures and summers that are extremely hot and dry. May be required to walk into roadless areas or otherwise negotiate areas inaccessible to vehicular travel. Other methods of travel may include all-terrain vehicles, aircraft, or horseback. Work Environment: Most work is performed in the office in close proximity to fellow workers. Fieldwork may include walking or driving motor vehicles over rough terrain in remote areas. Abnormal stress situations may also occur involving completion of work to meet short deadlines.

This position falls under the Miscellaneous Administration and Program Series, 0301. There are no Individual Occupational Requirements (IOR) for this job series.

There is no substitution of education for experience at this grade level.
