This position is located in the Department of Health and Human Services, Administration for Strategic Preparedness and Response, Center for Preparedness (CP), Office of Data, Analytics, and Information Advantage (ODAIA), Division of Modeling and Simulation (DMS), located in Washington, District of Columbia.
Duties
Serves on an interdisciplinary team of federal employees and contractors to efficiently complete quantitative analyses. The team applies cutting edge science and modeling techniques to understand the potential impact of chemical, biological, radiological, and nuclear (CBRN), pandemic influenza, and emerging infectious disease threats; develops reusable modeling tools and software frameworks for simulating disease progression and transmission and the effects of medical countermeasures and non pharmaceutical interventions; and provides subject matter expertise (SME) in CBRN, pandemic influenza, and emerging infectious diseases threats as well as related medical countermeasure development processes.
Leads and/or coordinates high level, collaborative projects with other internal and/or external organizations to meet broad agency goals. Interface between technical and non-technical partners and stakeholders. (This may include tracking timelines for deliverables, drafting status updates, or organizing meetings.)
Proposes solutions to improve processes and increase efficiency, potentially developing standard operating procedures to manage projects.
Assists with the development, review, and processing of contracts for professional services, potential external data sources, analytical tools, or medical countermeasure development.
Identifies and scopes analytic projects, including recognizing problems that would benefit from quantitative analysis, proposing innovative solutions, identifying the tasks required to complete the larger project, determining the input/expertise needed to complete individual tasks, and sourcing the required data for conducting the analysis.

Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing four (4) of the five (5) duties listed below:
Using participant observation, direct observation, case studies, or unstructured interviews to study epidemiological problems and issues.
Utilizing or conducting studies of public health program operations to recommend improvements to program planning processes.
Analyzing the epidemical impact of disease on minorities and disparate communities.
Preparing and presenting public health and technical information for incorporation into policy and planning documents.
Utilizing public health and scientific reports for use in further analysis, management decisions, and responses to inquiries.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
