You will serve as a Management Analyst (Control Desk Manager) in the Naval Facilities Engineering Systems Command, Expeditionary Business Line, Table of Allowance (TOA) Requirements (EX1), Table of Allowance Configuration (EX12), of NAVFAC OSF.

Duties

You will advise managers on the best practices for performance management, metrics development, or business process improvement. You will analyze business data to identify inefficiencies in organizational processes. You will analyze data stored in electronic databases to verify that program requirements are being met. You will document findings and recommend adjustment of quality requirements or corrective and preventative actions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following1)Experience with functional partitioned dataset configuration and management processes comprised of active building block components, and providing an association to standardized listings of equipment, materiel, and systems. 2) Skill in data repository module construction and associated parent/child linkage to create and maintain the integrity and accuracy throughout the lifecycle of relevant datasets. 3) Skill level to include database structural and component design, data configuration management, quality control and assurance and change processes within data repositories. 4) Experience with improving data configuration and management processes, including reviewing lists and summaries contained in spreadsheets, looking for patterns, analyzing results, and making presentations to stakeholders. 5) Experience in the use of scripted, pre-formatted reports within a data repository; writing data mining queries to generate ad-hoc reports using available tools and copying data into Excel or other formats for further data analysis. 6) Ability to develop concise and meaningful written and oral briefings, presentations and technical reports. 7) Ability to effectively communicate with customer base to facilitate data and information exchange, explore and resolve complex issues and problems, and coordinate programmatic issues and goals to their eventual resolution. 8) Knowledge of the acquisition process, to include regulatory authorities, requirements generation, and budgets preparation. Knowledge of programmatic and logistical support concepts to provide managerial and consultative services on the entire range of program actions required and appropriate for life cycle support requirements.
