You will serve as an ARCHIVIST (ASSISTANT REFERENCE ARCHIVIST) with Histories and Archives Division, Archives Branch, of the Naval History and Heritage Command (NHHC). The Archives Branch is responsible for the management and service of Navy records and documents of historical value, including Navy records sent to the NHHC. The duty station is the Washington Navy Yard, Washington, D.C.
Duties
At the GS-09 Level you will perform developmental duties, as assigned.
At the GS-11 (Full Performance Level) you will perform the duties below:
You will serve as an Assistant Reference Archivist providing reference and research service with respect to large bodies of permanently valuable records preserved as documentary evidence of major Federal activities.
You will employ knowledge of archival, library and other research resources, grasp of the subject matter and substance of the inquiry, and an understanding of the point of view and the needs of the researcher.
You will employ comprehensive knowledge of the operational and administrative organization of the United States Navy as it relates to the functions involved
You will assist the Reference Lead Archivist in managing the reference services of branch personnel and maintaining the reference inquiry database.
You will analyze requests for information (RFIs)to (a) ascertain the records that may best answer the request.
You will identify the appropriate staff required to respond to the RFI based on staff skills, knowledge and workloads.
You will establish the priority of requests.
You will train branch personnel in proper correspondence and reference procedures, and the train branch personnel in the utility of the various collections in the branch.
You will identify for digitization and electronic posting groups, series, or major collections of records relating to the operational and programmatic history of the post-1940 United States Navy.
You will evaluate which records are most frequently requested, determine the suitability of records for digitization and ensure records are fully releasable and declassified if they are to be posted on the public website.
You will ensure the preservation of the original format of permanent records and to coordinate the proper disposition of same.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- You will be required to obtain and maintain an interim or final Top Secret level security clearance prior to entrance on duty. Failure to obtain/maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You may be required to perform occasional travel.
- You may be required to lift up to 40 lbs.
Qualifications
There is a Basic Requirement to hold a GS-1420 position in the federal service. See the "Education" section of this announcement for details.
To qualify for the GS-11 level, in addition to the Basic Requirement for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector working in archival science, or in a directly related field of work such as history that involved providing archival reference services, using knowledge of archival, library and other research resources, grasping the subject matter and substance of the inquiry, and understanding of the point of view and the needs of researchers performing the following.
1) Assisting senior Reference Archivists in managing reference services
2) Assisting in analyzing Requests for information to determine which record will best answer the Request for Information
3) Assisting ensuring the preservation of the original format of permanent records
4) Making records, and the information in or about them, available in response to individual requests.
5) Providing specific information from or about records in response to explicit inquiries to provide professional research support, advice and consultation to government officials or to scholars concerned with ascertaining the facts.
6) Complying with laws, regulations, policies, and guidance related to the management of records.

2) Assisting ensuring the preservation of the original format of permanent records
3) Making records, and the information in or about them, available in response to individual requests.
4) Assisting in providing specific information from or about records in response to explicit inquiries.
5) Complying with laws, regulations, policies, and guidance related to the management of records.

Education
To meet the Basic Requirement for GS-1420 series in the federal service you must have:
Successfully completed a bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
OR
Have a combination of education and experience with at least 30 semester hours of courses as shown in A above, plus appropriate experience or additional education.
Evaluation of Experience:
Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements: (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law.
You can qualify using education to substitute for Specialized Experience if you have the following:
GS-11
Successfully completed a Ph.D. or equivalent doctoral degree. Such education must provide the knowledge, skills, and abilities necessary to do the work.
OR
Successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree. Such education must have provided the knowledge, skills, and abilities necessary to do the work.
OR
Have a combination of experience and education as described above that equates to one year of experience
GS-09
2 years of progressively higher-level graduate education leading to a master's degree. Such education must provide the knowledge, skills, and abilities necessary to do the work.
OR
Master's or equivalent graduate degree. Such education must provide the knowledge, skills, and abilities necessary to do the work.

Have a combination of experience and education as described above that equates to one year of experience
