You will serve as an ARCHIVIST (Digital Lead) with Histories and Archives Division, Archives Branch, of the Naval History and Heritage Command (NHHC). The Archives Branch is responsible for the management and service of Navy records and documents of historical value, including Navy records sent to the NHHC. The duty station is the Washington Navy Yard, Washington, D.C.

Duties

At the GS-11 Level you will perform developmental duties, as assigned. At the GS-12 (Full Performance Level) you will perform the duties below You will serve as a lead digital archivist is responsible for processing and making available born-digital and printed materials in digital formats You will analyze born-digital and digitized records in relation to function, background content and appraise their inherent evidential or informational value and make recommendation regarding their accession You will accession, process, conserve, and preserve born digital records You will manage electronic files and databases within the Navy mandated records system, TRIM, and the NARA mandated document management system ARCIS You will assess best practices for digital preservation and conversion including image capture, data migration and metadata creation to include web-based applications and conversion of existing materials into digital formats You will provide management and direction of digitization projects that provide long-term access to paper and microform records as well as born-digital content You will provide management and direction of digitization projects that provide long-term access to paper and microform records as well as born-digital content

Requirements

Qualifications

There is a Basic Requirement to serve as an Archivist in the federal service. See the "Education" section of this announcement for details. . In addition to the Basic Requirement for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector working in archival science, or in a directly related field of work such as history that involved the accessioning, arranging, describing, preserving, and servicing of the born digital records as well as analog records that were or will be digitized for access and/or preservation performing the following: 1) Assisting in analyzing born-digital and digitized records in relation to function, background content and appraise their inherent evidential or informational value 2) Assisting senior personnel in making recommendation regarding their accession for permanent retention or destruction when this requires (a) taking into account the evidence appearing in the records themselves (b) considering the available historical sources relating to the same subject, and (c) assessing the need to convert permanent digital records into NARA approved formats. 3) Managing digital records using electronic archival content management systems. 4) Using computer technology, including word processing, spreadsheet, and database software 5) Complying with laws, regulations, policies, and guidance related to the management of digital records You may also qualify using education to substitute for specialized experience. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must
Have successfully completed a bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history,
American civilization, economics, political science, public administration, or government.
OR
Have a combination of education and experience with at least 30 semester hours of courses as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience:
Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements: (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law.

You may also qualify using education to substitute for specialized experience is you:
Have successfully completed a Ph.D. or equivalent doctoral degree. Such education must have provided the knowledge, skills, and ability to do the work.
