Duties

Serves as an expert on surety operations and internal expert advisor as well as master consultant to other government agencies for laboratory operations and testing. The incumbent will serve as a technical consultant on present and planned test facilities; equipment; instrumentation; testing techniques; and analytical procedures. Inspects and assists subordinate chemical/biological surety sites to ensure compliance with all aspects of DoD and Army policy, and Federal law related to the conduct of technical chemical operations. Chemical agent subject matter expert, ensures state-of-the-art surety management concepts, principles, and techniques are incorporated in all aspects of the AFC Surety Program and assesses implementation during assistance visits and reviews. Responsible for publication of annual compliance schedules, preparations of advance transmittals, oversight of advance reviews, preparation of entrance and exit briefs, and preparation of draft and final reports. Maintains technical responsibility for the interpretation and application of the analytical findings.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires temporary duty (TDY) up to 20% of the time.
  • This position requires the incumbent to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position requires the employee to use personal protective equipment provided by the employer.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Chemist: A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes work involving: (1) Performing detailed analysis of unknown samples for chemical, biological, or explosives contamination; (2) Developing new methods /techniques on analyzing data; (3) Advising senior leaders on chemical laboratories, proper sample handling, packaging, and transportation of hazardous materials; (4) Laboratory management; (5) Developing and conducting compliance inspections; AND (5) Interpreting scientific date. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-03/GS-12-14) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
