This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Located at CBRNE Analytical and Remediation Activity (CARA) Chemistry Lab, Aberdeen Proving Ground, Maryland.
Duties
Responsible for directing section functions, assigning task and projects based on priority and mission requirements.
Review reports and data for compliance with the accredited quality management system under ISO 17025, and budgeting for the needs of the section.
As the senior chemist, responsible for leading and directing the chemistry section to fill gaps in chemical analysis required to support worldwide military operations.
Provides technical guidance and direction to chemist, Commanders, and other Government Agencies.
As the primary scientist, capable of developing analytical methods using gas chromatography mass spectrometer (GC/MS) and liquid chromatography mass spectrometer (LC/MS).
. Develops analytical test plans IAW with internal operating procedures to meet supported customer analytical requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Emergency-Essential (E-E) Position Requirements
- May be required to wear government provided uniforms and/or personal protective equipment (e.g., CBRNE). Requires CBRNE familiarization and the possibility of individual weapon familiarization/qualification.
- TOP SECRET security clearance.
- Requires Emergency Essential (EE) physical examination and drug screening prior to appointment to insure the employee can meet minimal physical challenges while deployed
- Deploying individuals are expected to take any mission specific immunizations or medications, to be properly documented and signed by a physician. Also subject to DNA testing.
- Must be physically able to wear chemical protective gear and full-face chemical protective masks.
- Incumbent is responsible for ensuring he/she has no medical, dental, vision, or other health related restrictions which might prevent him/her from being able to deploy and will maintain age specific immunizations for good health.
- Incumbent participates in Soldier Readiness Program (SRP), including quarterly preparedness activities, as necessary.
- Entitlements while deployed OCONUS: Depending on work schedules, entitlements may include various pay differentials.
- Employee must have a valid driver's license and be able to obtain and maintain a Commercial Drivers License (CDL) with Hazardous Material Endorsement.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Supervisory Chemist:
A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes work in conducting visual, physical, and other scientific and instrumental examinations of complex submissions of physical evidence to form an opinion regarding professional and scientific work production, purification and characterization of chemical or biological warfare agents. Developing new approaches and methods in order for analytical request and requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
